There is no direct bus from Biarritz to Bilbao. Instead, take a local bus from Biarritz to Bayonne and then take an ALSA bus to Bilbao. The journey takes two to three hours and costs about 50€.

It is not practical to go from Biarritz to Bilbao by train. Consider a stop in San Sebastian first. You take a train from Biarritz to Hendaye and then change to the Euskotren local train service to San Sebastian. From San Sebastian it is possible to take a bus to Bilbao.
